Situation Analysis in Extension Oriented Projects of the German Technical Corporation

Abstract


This paper presents weaknesses during situation analysis of extension projects of German Technical Cooperation and proposals for improvements. Frequent weaknesses are: In most of the cases the socio-economic situation of the target group is not sufficiently analyzed to define and differentiate target groups according to meaningful criteria. Situation analysis is, furthermore, frequently limited to the  predefined sector of intervention. This often has the consequences that the position of the intervention sector within the complex problem situation of the target groups can not be assessed. Project measures do, furthermore, frequently not reflect the problem situation of target groups identified during situation analysis. The following  proposals are, therefore, made: A situation analysis covering the complex problem situation of target groups should be the focus during the initial planning steps. The fields of investigation during these steps should not be too narrow even if the sector of intervention is predetermined. This allows situation-specific adjustments of concepts and measures. Situation analysis must include as well sufficient data to be able to define and differentiate target groups according to meaningful criteria. This is a necessary precondition that one can target measures towards needy groups and can prevent that primarily better-off groups benefit.
